Lex 8256: The Law in Cyberspace
Seminar
ICANN
ICANN (the Internet Corporation
for Assigned Names and Numbers) is a huge topic, and we can only scratch
the surface here. In selecting the materials I'm asking you to read
today, I want simply to introduce ICANN and to focus on a single one of
the issues it has faced: whether, when and how to recognize new generic
top level domains, such as .UNION and .INFO, to compete with esisting domains
such as .COM, .ORG, and .NET. Please read the following:
-
Kathleen Fuller, ICANN:
The Debate over Regulating the Internet, 2001 Duke L. & Tech.
Rev. 2002 (iBrief)
- US Dept of Commerce,
"White Paper" on Management of Internet Names and Addresses (Excerpts)
- Jon Weinberg, ICANN, Internet Stability,
and New Top Level Domains
- Michael Froomkin, "A
Proposal for an Improbable Solution to the Problems of an Improbable Body"
(Feb. 12, 2002)
- ICANN, Criteria to Be
Used in the Selection of New Sponsored TLDs (Mar. 25, 2003)
- Michael Froomkin, Same
Old Shell Game All Over Again (Mar. 25, 2003) -- and follow the links
that seem good, especially to Lawrence Solum's commentary.
